Pakistan and Turkey to Boost Cooperation in Energy Sector Reforms

Pakistan and Turkey have agreed to increase cooperation in the energy sector following a high-level inter-ministerial meeting in Istanbul. Turkey has offered to provide technical assistance for reforms in Pakistan’s electricity sector.

A Pakistani delegation, led by Minister for Energy Sardar Awais Leghari and Advisor on Privatisation Muhammad Ali, met with Turkish Energy Minister Alparslan Bayraktar. During the meeting, Pakistan invited Turkish investors to its energy sector.

Discussions focused on the reform, commercialisation, and privatisation of Pakistan’s power distribution companies (DISCOs), with the Pakistani side reviewing Turkey’s successful privatisation model. Minister Leghari affirmed the government’s commitment to a transparent and investor-friendly process.

The two countries also signed three Memorandums of Understanding (MoUs) between their respective energy institutions to promote institutional cooperation. The agreement aims to foster a long-term partnership, exchange expertise, and improve the financial sustainability and efficiency of Pakistan’s power sector.

Pakistan and Turkey signed three Memoranda of Understanding (MoUs) on June 25, 2026, in Istanbul to enhance cooperation in the energy sector. The agreements provide formal frameworks for collaboration in areas such as electricity market development, power system operations, transmission planning, and distribution management.

The MoUs were signed between Pakistan’s Independent System and Market Operator (ISMO) and Energy Exchange Istanbul (EPIAS); ISMO and the Turkish Electricity Transmission Corporation (TEIAS); and the Power Planning and Monitoring Company (PPMC) and the Turkish Electricity Distribution Corporation (TEDAS).

Federal Minister for Energy Sardar Awais Ahmad Khan Leghari stated that Pakistan is keen to benefit from Turkey’s experience in electricity market reforms, distribution sector modernisation, and its post-privatisation governance framework.
