A comprehensive reform plan for an elected government in the federal capital has been prepared, proposing the creation of a 27-member assembly headed by a chief minister or mayor.

Under the proposal, Islamabad would gain administrative and financial autonomy similar to provincial governments while retaining its federal status. The plan was developed after studying various international models, including those of New Delhi, Brussels, and Washington D.C., to ensure a clear division of powers and financial independence for the city of over 2.4 million people.
