The Judicial Activism Panel (JAP) has filed a constitutional application seeking the formation of a Supreme Court-led judicial commission to investigate the alleged kidnapping for ransom and gang rape of two foreign women in Lahore.
The application, filed by Advocate Azhar Siddique under the Pakistan Commissions of Inquiry Act, 2017, calls for a comprehensive inquiry led by a sitting judge of the Supreme Court. The panel has requested that the commission’s mandate include not only the criminal allegations against the women but also a reported midnight raid on the official residence of a serving judicial magistrate and the overall conduct of law enforcement in the case.
In its petition, the JAP argued that the case has damaged Pakistan’s international reputation and that influential individuals may be attempting to interfere with the investigation. The panel described the alleged raid on the magistrate’s home as an attack on judicial independence. It contends that a First Information Report (FIR) is insufficient for a case of such national importance and that only a high-level judicial commission can ensure transparency and restore public trust in the justice system.
