Khyber Pakhtunkhwa government officials have reiterated that providing a grant to the federation is conditional on a meeting with PTI founder Imran Khan. At a post-budget press conference, KP Information Minister Shafi Jan stated, “Until a meeting with the PTI founder happens, we will not allow the deduction,” and demanded that the KP Chief Minister be allowed to meet with Khan. KP Finance Advisor Muzammil Aslam added that giving money to the federation without Khan’s approval is “not in our hands,” citing the precedent of seeking his permission before signing last year’s IMF memorandum.

However, the federal government disputes this account. Prime Minister’s Advisor Rana Sanaullah stated that during the National Economic Council (NEC) meeting, Federal Finance Minister Muhammad Aurangzeb had briefed that all provinces, including Khyber Pakhtunkhwa, had agreed to provide funds to the federation for strategic purposes. According to Sanaullah, the KP Chief Minister was present during this agreement.
