Iran’s chief negotiator, Mohammad Baqer Qalibaf, has specified five conditions that must be met for the implementation of an agreement with the United States, according to reports from Iranian state television. The statement clarifies the preconditions for moving forward and details the points of contention.
The five clauses cited by Qalibaf are:
- Military De-escalation: A permanent end to military operations on all fronts, including Lebanon. Reports indicate that while major actions have ceased, tensions persist in Lebanon, with Iran demanding a full Israeli withdrawal, which Israel has linked to the disarmament of Hezbollah.
- Naval Sanctions: The lifting of US naval sanctions on Iran. In return, Iran is to restore maritime traffic in the Strait of Hormuz to pre-war levels. However, full traffic has not resumed as Iran now requires permits for passage, and US warships remain in the region.
- Transit Fees: A 60-day period where Iran will not collect transit fees from ships in the Strait of Hormuz.
- Oil Exports: A 60-day waiver issued by the US to allow Iran to export oil and petrochemical products in exchange for US dollars.
- Frozen Assets: Access for Iran to its frozen assets. Qalibaf stated that $12 billion of a total $24 billion should be released.
