Speaking at the International Water Conference in Dushanbe, Federal Minister for Climate Change Musadik Malik stated that Pakistan is among the countries most severely affected by climate change, despite contributing less than one percent to global carbon emissions. He pointed to the severe floods the country has faced in recent years as evidence of its vulnerability.

Malik also accused India of continuously violating the Indus Waters Treaty. He commented on global water scarcity, noting that two billion people worldwide lack access to clean drinking water and that regions like Africa face acute shortages.
