Discussions Underway for 28th Constitutional Amendment

Consultations are ongoing for a proposed 28th Constitutional Amendment with a focus on local body laws and fiscal devolution.

One aspect of the amendment concerning local body laws is reportedly supported by the Muttahida Qaumi Movement (MQM) but opposed by the Pakistan Peoples Party (PPP).

Another major focus of the discussions is fiscal devolution, as the federal government is left with minimal funds after foreign debt servicing and defense expenditures. Proposals being considered include transferring programs like the Benazir Income Support Program (BISP) to the provinces. A reform of resource distribution based on population is also under consideration as part of the amendment.
