The Palestinian group Hamas on Monday announced the dissolution of the administrative body that has governed the Gaza Strip for nearly two decades, a move intended to clear the way for a technocratic committee to take over civilian rule.

The decision marks a significant political shift for Hamas, which has controlled Gaza since seizing power from the rival Fatah movement in 2007, a year after winning legislative elections. Since a ceasefire with Israel took effect in October 2025, the group has indicated its willingness to step back from daily governance.

Ismail al-Thawabta, head of the Hamas government media office, confirmed that the head of the government’s emergency committee, Mohammed al-Farra, had submitted his resignation and dissolved the committee. This action is meant to facilitate a transition to the National Committee for the Administration of Gaza (NCAG).

The NCAG was established by the Board of Peace, which was created by US President Donald Trump when he brokered the 2025 ceasefire. Hamas spokesman Hazem Qassem stated the group’s goal is to “remove any pretexts for the occupation” and affirmed Hamas’s readiness to hand over governmental duties.

The new administrative body is set to be led by Palestinian technocrat Ali Shaath. However, the NCAG has reportedly been based outside Gaza due to Israeli objections to its entry into the territory. According to a Hamas official, other Palestinian factions were informed of the decision at a recent meeting in Cairo and welcomed it as a positive step.

Following Hamas’s announcement that it was dissolving its governing body in Gaza, US President Donald Trump’s Board of Peace issued a statement on Monday demanding that a Palestinian technocratic committee must control all weapons in the territory.

The board, which Mr. Trump established when he brokered the Gaza ceasefire in October 2025, stated that the ‘core principle remains one authority, one law and one weapon’.

It said this means the consolidation of all weapons under the control of the National Committee for the Administration of Gaza (NCAG), a body created by the Board of Peace and currently based in Cairo.

The move is intended to clear the way for a technocratic body, the National Committee for the Administration of Gaza (NCAG), to take over civilian rule.
